OUTSOURCING OF SERVICES
The Mines Labour Welfare Commissioner intends to hire the following services from registered firms at its institutes and welfare schemes as per S&GAD’s Notification No.SO(ERB)5-44/2019/WC-DW-Policy dated 29.01.2021, under a single-stage, two-envelope bidding process of PPRA Rules 2014 under a framework contract.

Key Information & Requirements:
Procurement Process: Conducted in accordance with Punjab Procurement Rules 2014, via the E-PADS (eprocure.gov.pk) system.
Bidding Documents: Detailed terms and conditions can be downloaded from the E-PADS and PPRA websites.
Submission Deadline: Bids must be submitted through E-PADS on or before 20.04.2026 at 11:00 A.M.
Bid Security: A scanned copy of 5% Bid Security (estimated at Rs. 50,000/-) must be uploaded with the proposal. The original CDR must be submitted to the office before the closing date.
Technical Opening: Proposals will be opened on 20.04.2026 at 11:30 A.M. through E-PADS.
Required Documentation: Valid NOC from Home Department, SECP Certificate, Active Income/Sales Tax Registration, and Professional Tax Registration certificates.
Experience: Firms must have experience in providing outsourced staff services.
Wages: Minimum wage criteria must be observed as per PPRA Circulars.
