The Islamic Republic of Pakistan has received financing from the World Bank for the cost of the Karachi Mobility Project - Yellow Line Corridor (BRT) and intends to apply a portion of the proceeds for consulting services.

Educational Qualification:
- Master's degree in Journalism, Public Relations, Mass Communication, or a related field from a Higher Education Commission (HEC) recognized university.
- An foreign degree will be considered an additional qualification.
- Special training in communication, social media, public relations, IT, digital marketing, or other related areas suitable for this position will be highly preferred.
Experience:
- Active membership in a recognized industry body or education council.
- At least 5 years of relevant experience after obtaining the degree, out of which a minimum of 2 years of experience working on a similar project is highly desirable.
- Relevant international work experience will be considered an additional advantage.
The Project Management Unit, Karachi Mobility Project, Sindh Mass Transit Authority, Government of Sindh invites eligible individual consultants ("Consultants") to express their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The Consultant will be selected based on the output-based framework in accordance with the set laws. To obtain the detailed Terms of Reference (TORs) for hiring the services of the Communication Specialist, they can be downloaded from the website: https://kmp.gos.pk.
Attentive attention of Consultants is drawn to Section III, Paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, July 2016 (revised November 2017 and August 2018), setting forth the World Bank's policy on conflict of interest. The Consultant will be selected using the Individual Consultant Selection method in accordance with the procurement laws.
