CONSULTANCY SERVICES FOR OSR IMPROVEMENT ACTION PLAN AND SURVEYS TO IDENTIFY LEAKAGES AND IMPROVE TAX FOR LOCAL COUNCILS (Activity No: PK-LGD-287258-CS-CQS) The Government of Sindh has received credit through EAD, Govt. of Pakistan from the International Bank of Reconstruction and Development (IBRD) and intends to apply part of the proceeds of this credit to payments under the contract for Competitive & Livable City of Karachi (CLICK) to perform the consulting services.
The main objective of the Consulting Services ("the Services") LCs are heavily dependent on fiscal transfers from the Government and major fiscal transfers are shares in Octri-Zila Tax (OZT) and share in Urban Immovable Property Tax (UIPT). The LCs OSRS are currently a meagre part of their total revenue. Own Sources Revenue streams made permissible under Sindh Local Government Act (SLGA) include: taxes, cesses, parking fees, rates, rents, tolls or charges, tax on water and drainage, slaughter house and immovable property rates.
The services are to be started by July 2022 and are expected to complete by June 2023 (12 months). Term of Reference for this consultancy services are available at PIU - CLICK Office also downloaded from http://click.gos.pk.
The Project Implementation Unit, Competitive & Livable City of Karachi (CLICK) now invites consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as under:
Criterion
Track Record: Corporate Capacity (Core business, number of offices and years in same business, years in Urban sector). The minimum track record of the Firm is required (10) years.
General experience: Consulting Services are required in the same field Providing five (05) projects during the last ten (10) years are required.
Relevant experience: Conducted three (03) projects of consulting service in OSR during the last ten (10) years. Overall managerial capacity (Core managerial and technical staff)
Experts with relevant experience in Development Projects Conducting Environmental, Social and Resettlement (CVs will not be evaluated at this stage)
The attention of interested Consultants is drawn to the provisions of 'Conflict of Interest' under Section 3.17 of the World Bank's Procurement Regulations for Borrowers for Goods, Works, Non-Consulting and Consulting Services dated November 2020. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/of a sub-consultancy. In the case of a joint venture, the lead partner in the joint venture shall be fully responsible for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Blank's Procurement Regulations for Borrowers for Goods, Works, Non-Consulting and Consulting Services dated November 2020.
