About the Organization (NAFSA)

Status: A federal regulatory authority established under the NAFSA Act 2026.

Headquarters: Islamabad, with an operational presence across Pakistan.

Mandate: Governs the import and export of agricultural commodities, regulates sanitary and phytosanitary (SPS) compliance, manages pesticide registration, and oversees food safety standards. It replaces the Department of Plant Protection (DPP) and the Animal Quarantine Department (AQD).

Position Details

Title: Director (International Trade Compliance)

Division: NAFSA’s Operations Wing / International Trade Compliance (ITC) Division.

Reporting To: Deputy Director General (Operations Wing).

Location: Karachi.

Employment Type: Fixed-Term Contract (3 years).

Selection Process: Open and merit-based competitive process.

Key Responsibilities

Leadership: Lead the ITC Division to ensure effective, risk-based SPS compliance controls at designated airports, seaports, dry ports, and land border crossings.

Operations: Oversee and guide Deputy Directors, ensure standardized implementation of operational SOPs, and manage import controls and compliance certifications (phytosanitary and veterinary).

Coordination: Coordinate sample management and laboratory interfaces with Customs, port authorities, and third-party conformity bodies.

Performance: Maintain operational dashboards and report performance metrics (turnaround times, inspection coverage, etc.).

Eligibility Criteria (Who Can Apply)

Educational Qualification: Master's degree (16 years of education) in Veterinary Sciences, Plant Protection/Plant Quarantine, Food Safety/Food Science, Agriculture, Public Administration, Management, or a related discipline from an HEC-recognized institution.

Professional Experience: Minimum of 12 years of relevant experience in regulatory operations, border/port operations, inspection and quarantine services, or certification systems. This must include at least 5 years in a supervisory or management role.

Core Competencies: Planning & organizing, communication, judgment/decision making, leadership, results/quality orientation, stakeholder management, and self-confidence/resilience.

Compensation & Benefits

Gross Fixed Salary: Band: PKR 840,169 – 1,151,031 per month (NPS-5).

Employer CBS Contribution: 8.33% of Basic Pay.

Monthly Allowances: Mobile: PKR 3,500; Fuel: 250 Liters per month.

Festive Allowance: 1x Gross Salary.

Performance Bonus: Up to 3x Gross Salary (subject to exceeding KPI targets).

Medical Coverage: PKR 1,100,000 per year, plus PKR 150,000 OPD Limit.

Life Insurance: As per NAFSA's Policy (PKR 7,000,000 – 14,000,000).
