Position Overview
The individual is responsible for managing the end-to-end procurement function of the PCB. The role involves contract drafting, structuring, and review to ensure all processes are transparent, compliant, and value-driven in line with PPRA Rules 2004 and PCB policies.
Required Education and Experience
- Experience: Minimum 10 years of experience in Public and Private procurement, including at least 3 years in a managerial role.
- Education: Minimum Bachelor’s degree in Supply Chain Management, Law, or Business.
- Technical Skills: Experience in tendering, bid evaluation, and contract drafting.
- Knowledge: Sound understanding of PPRA Rules 2004, the e-Pak Acquisition & Disposal System (e-PADS), and legal frameworks like the Contract Act 1872.
Preferred Certifications
- CIPS/MCIPS (Chartered Institute of Procurement & Supply).
- FIDIC contract management certification.
- Additional credentials like CPCM or CCCM-NCMA.
Competency Requirements
- Strategic thinking and commercial acumen.
- Negotiation and stakeholder engagement.
- Proficiency in ERP systems, procurement software, and Microsoft Office.
Essential Functions and Duties
- Ensure compliance with procurement laws and PCB policies.
- Develop procurement strategies and annual plans.
- Manage tendering, bidding, and contract awards.
- Oversee contract lifecycle management and mitigate risks.
- Drive digitalization initiatives and build supplier relationships.
