EXPRESSION OF INTEREST

The Project Management Unit – Balochistan Education Support Program (PMU-BESP) under the School Education Department, Government of Balochistan, is implementing education initiatives: GRADES and STEP-Balochistan. The projects aim to improve access to education and enhance foundational learning, with a strong focus on early childhood and primary education, and intends to apply part of the proceeds towards payments under the contracts for hiring the services of Individual Consultants.

PMU-BESP invites experienced candidates having relevant experience/qualification from recognized institutions to indicate their interest in providing the consultancy services in the following fields. Interested candidates should provide information indicating that they are eligible as per the following criteria:

Monitoring & Evaluation Specialist (01)

Master's degree in social sciences, development planning, statistics or related field from a reputable & recognized local or foreign institution, duly recognized by the Higher Education Commission (HEC) of Pakistan.

Minimum 10 years of professional experience at the national/provincial level in program planning, monitoring, and evaluation. Practical experience in community-based research, especially in the social development sector, is desirable. Expertise in the development of M&E framework, MIS-based M&E systems, and the Result Framework is mandatory.

Education Specialist (01)

Master's degree in Education, Social Sciences, Development Studies, or related field from an HEC-recognized university. Higher qualification (M.Ed., M.Phil., or equivalent) will be preferred.

At least 10 years of progressive experience in the education sector, with a focus on project planning, coordination, and implementation in Balochistan. Minimum 06 years of documented experience in implementing large-scale education programs funded by the Government or international development partners (World Bank, UNICEF, etc.). Experience in designing and implementing education sector policies and strategies, including on teacher training, continuous professional development (CPD), curriculum development, and Accelerated Learning Programs (ALP), Foundational Literacy & Numeracy (FLN), and teacher career development framework. Strong knowledge of issues related to out-of-school children (OOSC), including strategies for their enrollment in schools and effective retention approaches. Experience with assessment reforms, classroom observations, and evidence-based policy inputs. Demonstrated ability to coordinate with federal and provincial governments, donors, and technical working groups on education reforms.

Environmental Safeguards Specialist (01)

A Master's / Bachelors (Hons.) degree (16 years of education) in Environmental sciences, environmental management, Natural Resource Management, Environmental Engineering or a related field from a reputable & recognized local or foreign institution, duly recognized by the Higher Education Commission (HEC) of Pakistan.

Five (05) years of relevant experience, after acquiring stipulated qualifications, in public and/or private sector national/international organizations, preferably in education. Environmental/Social safeguard management experience with the World Bank projects will be preferred. Having experience in conducting environmental impact assessments, preparing and implementing Environmental Management Plans, field environmental assessments of small construction projects, etc. Excellent writing, editing, and analytical skills, and the capability of working independently. An ability to work effectively, take initiative, and deliver results even under pressure, and be willing to visit sites in remote areas.

Social Safeguards Specialist (01)

A Master's / Bachelors (Hons.) degree (16 years of education) in Social Sciences/Development Studies/Environmental Sciences/Gender Studies/Business Administration or related field from a reputable & recognized local or foreign institution, duly recognized by the Higher Education Commission (HEC) of Pakistan.

At least five (05) years of relevant experience after acquiring stipulated qualifications, in public and/or private sector national/international organizations, preferably in education. Experience with the World Bank projects for social assessment and other instruments, stakeholder management and citizen engagement will be considered an asset. Strong written and oral communication skills. Demonstrated ability to lead. An ability to work effectively, take initiative, and deliver results even under pressure, and be willing to visit sites in remote areas. Excellent writing, editing, and analytical skills, and the capability of working independently.

Contract Management Specialist (01)

Bachelor's or Master's degree or equivalent (sixteen years of education) in Civil Engineering, Urban planning, Business Administration, Law, or any other closely related field duly recognized by the Higher Education Commission (HEC) of Pakistan.

Seven (07) years of overall experience (after acquiring the required degree) in relevant fields such as procurement, contract administration and contract management of Civil Works, Goods, and Consulting Services. An experience of managing World Bank-funded or any other donor-funded project procurement and/or Works, Goods, Non-Consulting, and Consulting Services. Knowledge of the use of standard bidding documents, goods, and expertise in consulting services procurement methods.

ICT Specialist (01)

Bachelor's or Master's degree in Computer Science, Information Technology, MIS, or a related field duly recognized by the Higher Education Commission (HEC) of Pakistan.

Minimum Seven (07) years of designing and developing ICT based solutions. Demonstrated experience with reporting tools (SSRS, SSIS, SQL), relational databases (e.g., MS SQL, MySQL), and web development tools. Proficiency in programming languages such as C#, ASP.NET, VB.NET, PHP. Experience in managing, hosting with experience in managing, hosting with internet/intranet portals, email solutions, Active Directory, virtualization, network infrastructure, and ERP system.
