Finance Manager

The role of Finance Manager is to ensure that financial controls are in place to ensure proper utilization of funds and that all financial transactions are approved by sound analysis under the leadership of the CEO. She must also provide the necessary support to the CEO and Board of Directors in accordance with all applicable laws, regulations, and good practices.

Qualification & Experience <br> CA / CMA / ADCA / (member of recognized body of professional accountants) <br> At least 10 years of post-qualification experience in a reputable organization with at least 5 years in a managerial position. <br> Candidates having relevant experience with projects jointly funded by Multilateral Development Banks (World Bank, Asian Development Bank) will be given preference.

Key Responsibilities: <br> Budgeting and Planning: In accordance with Government of Sindh budgeting rules and regulations, prepare annual budget estimates and financial management reports. <br> Financial Controls: Ensure proper controls are in place to ensure that only eligible payments are presented for approval from the relevant account. <br> Financial Accounting: Maintain a complete and accurate set of books of account (as per IFRS) for every assignment account. <br> Internal Controls: Ensure proper compliance with internal control procedures (operations manual, etc.) in the books and accounts and government laws and procedures are implemented properly. Ensure that two officers (one Finance and one non-Finance) approve any payment. Ensure that only eligible payments are presented for approval to avoid having funds from the assignment account blocked. <br> Accounting and Record Management: Record all transactions and ensure the books of accounts and records are maintained properly. <br> Financial Reporting: Prepare monthly and quarterly financial statements and reports required by donors. Prepare annual financial statements and reports as per Cash Basis (IPSAS) and SSEP requirements for submissions to the Auditor. <br> Audits: Be a focal person for all internal and external audits and ensure that reports are produced in compliance with audit requirements of the Government and the Bank.

Quantity Surveyor

The role of General Manager, Operations is to ensure the overall smooth operations of the BRT Red Line, monitoring and performance management of contracted services such as bus operations and maintenance, station management, ITS, etc. In addition, the role is also responsible for the delivery and project management of the Depot plant under the Red Line project.

Qualification <br> Bachelor's degree in Civil Engineering or a related field from a HEC recognized institute. Higher Professional Training courses pertaining to quantity surveying and any other key skills will be considered an added advantage. <br> Experience <br> At least 7 years of post-qualification relevant Quantity Surveying experience in buildings, infrastructure and allied projects. Candidates having experience in projects jointly funded by Multilateral Development Banks (e.g. World Bank, Asian Development Bank) for Quantity Surveying estimation and contract management will be given preference.

Assistant Manager Resettlement

Assistant Manager Resettlement will be responsible for the management of land acquisition and resettlement process for all project phases.

Qualification <br> Bachelor's degree in Sociology, Anthropology, Land Administration, Urban Planning, Economics, or a related discipline from a HEC recognized university. <br> Experience <br> At least 5 years post-qualification relevant experience in projects.

Document Controller

Document Controller to efficiently manage, organize, and maintain company and project-related documents. The incumbent will ensure all documentation is accurate, up-to-date, and properly stored in physical and/or electronic formats. The role will provide support in supporting smooth project coordination and compliance with document control and record management standards.

Qualification <br> Bachelor's degree in Business Administration, Commerce, or a related field from a HEC recognized university. <br> Experience <br> At least 5 years relevant experience in documentation, record management, or administrative support, preferably within the infrastructure, construction, or transport project.

Contract Specialist

The Contracts Specialist oversees performance of all contracts and vendors, ensuring compliance and supporting project teams in vendor engagement and alignment with contract terms.

Qualification <br> Master's degree in Civil Engineering, Economics, Finance, Management, Law, Contracts, or a related field from a HEC recognized university. <br> Training: Specialized training in procurement and contract administration (ADB/World Bank system), FIDIC, and negotiation. <br> Professional Affiliations: Membership in recognized industry or professional organizations is an advantage. <br> Experience <br> Minimum 7+ years in infrastructure projects, with at least 5 years in ADB or MDB contract management. <br> Preference: Prior experience in projects will be preferred.

Position is based in Karachi.
