JOB OPPORTUNITY AS ENVIRONMENTAL SAFEGUARDS SPECIALIST

WAPDA requires the service of a qualified and experienced Professional Environmental Safeguards Specialist as individual consultant for a project titled "Building Environmental and Social (E&S) Capacity in Hydropower Development in Pakistan" under World Bank Grant Facility as per following details:

01 Environmental Safeguards Specialist Lahore / Islamabad with travel to Hydropower Project sites as required Qualification: Master's/Bachelors (Hons.) degree (16 years of education) in Environmental Sciences/ Environmental Management / Natural Resources Management / Environmental Engineering or related field from reputable & recognized local or foreign institution, duly recognized by the Higher Education Commission (HEC) of Pakistan.

Experience: At least Ten (10) years of relevant/specific experience in environmental assessment and management of large infrastructure projects, with hydropower or dams experience. Familiarity with World Bank ESF and Pakistan's environmental legal framework and approval processes. Experience of designing and delivering environmental capacity-building programs for public-sector entities. Strong field supervision, analytical and communication skills.

Note: Preference will be given to candidates having relevant work experience in International / World Bank Funded Project.

Tenure:
The appointment will be on contract basis on Lumpsum package initially for a period of 01 year with 03 months probation period extendable on satisfactory performance of the individual / requirement of the Organization.

Pay Package:
Market Competitive Lumpsum pay package based on qualification and experience will be offered.

Mandate / Charter of Duties:

  • Review existing Environmental safeguards processes and systems across hydropower projects. Identify operational needs for LA&R Environmental Safeguards Specialist (ESS), project management, finance, and senior management.
  • Prepare detailed environmental capacity-building plan for water resources/hydropower with WAPDA ESS, covering systems, procedure, tools, training, and pilots to enable WAPDA to produce bankable project documents compliant to international banks/donor agencies requirements and World Bank CPF Pakistan.
  • Develop/upgrade environmental screening tools, risk classification, and standard TORs/templates for ESIAs, ESMPs cumulative impacts, and climate/biodiversity analyses.
  • Lead project activity design and support/oversight thereafter.
  • Design/deliver tailored training for WAPDA staff on ESF, regulations, OHS, pollution, biodiversity, and climate risks in hydropower.
  • Support piloting improved environmental supervision, monitoring, reporting on selected projects; document lessons learned.
  • Provide technical backstopping to WAPDA ESS on reviewing/improving environmental instruments for ongoing/pipeline projects.
  • Advise on integrating environmental requirements into WAPDA central procedures, guidelines, and decision making (screening to construction).
  • Support design/implementation of environmental monitoring frameworks and indicators at project/portfolio levels.
  • Coordinate with GIS/MIS/Social Specialists for integrated environmental social risk management, including joint missions and training.
  • Design, deliver and arrange training for WAPDA staff.
  • Develop training modules for regular WAPDA technical programs.
  • Recommend relevant short courses from international institutions for WAPDA staff.
  • Coordinate with Social/GIS/MIS Specialists for ESF support and reporting needs.
  • Participate in project meetings and contribute to progress reports and presentations.
  • Any other tasks assigned by the Project Director/Authority.

  • Prepare conceptual design and architecture for integrated GIS/MIS including spatial and attribute databases.
  • Define system requirements, data model, spatial referencing, user roles, and permissions.
  • Prepare System Design Document with phases, timelines, and responsibilities.
  • Support selection/configuration of GIS/database platforms per GoP/WAPDA IT Policies.
  • Design spatial database, attribute tables, data integrity rules, and audit trails.
  • Develop user interfaces, data entry forms, and map visualization tools.
  • Link GIS / MIS to existing MIS / FM systems for tracking compensation and budgets.
  • Develop protocols for data collection, migration, and quality assurance.
  • Data entry / migration with QA / QC for selected hydropower projects.
  • Configure and test queries, maps, dashboards, and reports; documents pilot findings.
  • Design a Central LA&R M&E Dashboard aggregating near real-time data from all WAPDA Hydropower.
  • Identify and recommended advanced surveying tools like drones, LIDAR, AI for precise mapping and ecosystem assessment.
  • Refine System after pilot and support roll-out to additional projects.
  • Create SOPs, user manuals, and guides for system use, data management, and backups.
  • Propose hosting, maintenance, user support, and scaling arrangements.
