- Master's degree in Finance, Accounting, Economics, or Business Administration (with a major in finance) from an HEC-recognized university. <br> - Minimum 10 years of post-qualification experience in public or corporate finance, with at least 5 years in a leadership or senior management role. <br> - Proven experience in public sector budgeting, auditing, procurement, and donor reporting is highly desirable. <br> - Familiarity with BPPRA Rules, government accounting standards, and internal controls.

- Oversee all financial operations of BHCC including budgeting, accounting and auditing. <br> - Ensure compliance with financial policies and public procurement rules. <br> - Lead the preparation of financial statements and manage donor/grant funds if applicable. <br> - Maintain financial discipline and advise the CEO on strategic financial planning. <br> - Develop and implement the Commission's annual and multi-year financial plans in alignment with strategic objectives. <br> - Act as the primary liaison for financial matters with the Finance Department, Accountant General and Planning & Development department.

- Minimum Qualification: Bachelor's professional degree MBBS, BDS (valid PMDC registration) or Post Graduate degree in Health Sciences (16 years education) recognized by HEC for non-doctors. <br> - 05 years of experience in hospital administration or quality assurance. Familiarity with healthcare laws, regulations, and standards (e.g. MSDS, infection control protocols, patient safety, waste management, etc.). Experience in conducting assessments, complaint redressal, monitoring & evaluation, audits or inspections in healthcare facilities. Knowledge of handling non-compliance cases and recommending corrective actions.

- Verify compliance with licensing conditions and operational standards during inspections. <br> - Maintain accurate and up-to-date records of all inspections, investigations, and follow-up actions. <br> - Identify instances of substandard practices or deviations from approved guidelines and collect evidence/document related to non-compliance. <br> - Support public awareness campaigns to highlight the dangers of quackery. <br> - Communicate with healthcare providers to explain licensing requirements and inspection processes. <br> - Conduct field-level enforcement actions against unauthorized or unregistered healthcare providers and quackery outlets in accordance with the Balochistan Healthcare Commission Act, 2019. This includes identifying, documenting, reporting, and supporting the closure/sealing of premises involved in medical or health quackery.
