EXPRESSION OF INTEREST (EOI) EMPANELMENT OF INDIVIDUAL ARCHITECTURAL CONSULTANTS

The Capital Development Authority (CDA) invites Expressions of Interest (EOI) from qualified Individual Consultants (Architects) for development projects in Islamabad. The selected consultants will be empaneled for assignment-based consultancy services. The hiring process shall be carried out in accordance with the Public Procurement Rules 2004 and PPRA Procurement of Consultancy Services Regulations 2010.

Eligibility Criteria
Interested candidates must meet the following requirements:

• Bachelor's or Master's Degree in Architecture from a university recognized by the Higher Education Commission Pakistan
• Valid registration with the Pakistan Council of Architects and Town Planners (PCATP)
• Relevant professional experience in architectural design, planning, and development projects.
• Submission of a portfolio demonstrating completed architectural design and planning assignments.

Nature of Engagement
Selected consultants shall be placed on a panel of Individual Architectural Consultants for a period of two (02) years.
NOTE: Empanelment shall not guarantee award of assignments. Consultants will be engaged on assignment basis as and when required, and financial proposals may be requested from empaneled consultants for specific assignments in accordance with applicable procurement rules.

Submission of EOI
Interested candidates are required to submit the following:

• Updated Curriculum Vitae (CV)
• Copy of PCATP Registration Certificate
• Educational documents
• Portfolio of relevant projects
• Any other supporting documents demonstrating relevant experience

EOIs shall be submitted electronically through EPADS (PPRA e-Procurement System) available at

Last Date for Submission: 3rd April 2026 at 11:00 AM
EOIs will be opened on the same day in accordance with applicable procurement procedures.
CDA reserves the right to accept or reject any or all EOIs in accordance with the provisions of the Public Procurement Rules, 2004.
