Position Overview

The individual is responsible for managing the end-to-end procurement function of the PCB. The role involves contract drafting, structuring, and review to ensure all processes are transparent, compliant, and value-driven in line with PPRA Rules 2004 and PCB policies.

Required Education and Experience

Experience: Minimum 10 years of experience in Public and Private procurement, including at least 3 years in a managerial role.
Education: Minimum Bachelor’s degree in Supply Chain Management, Law, or Business.
Technical Skills: Experience in tendering, bid evaluation, and contract drafting.
Knowledge: Sound understanding of PPRA Rules 2004, the e-Pak Acquisition & Disposal System (e-PADS), and legal frameworks like the Contract Act 1872.

Preferred Certifications

CIPS/MCIPS (Chartered Institute of Procurement & Supply).
FIDIC contract management certification.
Additional credentials like CPCM or CCCM-NCMA.

Competency Requirements

Strategic thinking and commercial acumen.
Negotiation and stakeholder engagement.
Proficiency in ERP systems, procurement software, and Microsoft Office.

Essential Functions and Duties

Ensure compliance with procurement laws and PCB policies.
Develop procurement strategies and annual plans.
Manage tendering, bidding, and contract awards.
Oversee contract lifecycle management and mitigate risks.
Drive digitalization initiatives and build supplier relationships.
