SITUATION VACANT

MANAGER OCCUPATIONAL & COMMUNITY HEALTH AND SAFETY

Karachi Water & Sewerage Corporation (KW&SC), Pakistan's leading public sector utility, serves the people of Karachi metropolitan area and is responsible for ensuring clean, safe drinking water and sewerage services to the public. Enacted under the Karachi Water & Sewerage Corporation (KW&SC) Act, 2023, the utility envisions organizational reform activities to transform its culture towards full corporatization and a performance culture. KW&SC's extensive network of water supply systems, pumping stations, filtration plants, sewerage systems and wastewater treatment facilities. These operations inherently involve significant occupational and community health and safety risks including exposure to hazardous chemicals, confined space operations, wastewater handling, rehabilitation activities, excavation works, emergency maintenance works, operational hitches and community exposure. To strengthen institutional capacity for management of Occupational and Community Health & Safety risks and operationalize OCHS systems across utility operations and projects, KW&SC intends to recruit a dedicated Manager Occupational and Community Health & Safety (OCHS). Reporting to the Chief Environmental and Social (E&S), the incumbent will be responsible for the protection of health and safety of all stakeholders particularly the surrounding communities while strengthening operational resilience and sustainability.

Key Responsibilities:

• OCCUPATIONAL & COMMUNITY HEALTH & SAFETY MANAGEMENT: Develop, implement and continuously improve Occupational & Community Health & Safety (OCHS) policies, procedures such as ESMPs, management systems and performance monitoring/screening of KW&SC operations and projects. Adoption of Occupational Health & Safety Management frameworks such as ISO 45001.

• HEALTH & SAFETY COMPLIANCE: Ensure compliance with applicable Occupational Health & Safety legislation, environmental regulations, World Bank Environmental & Social Framework (ESF), ISO 45001 and international best practices through inspections and audits. Develop hazard identification, risk assessment and mitigation systems for confined spaces, excavation works, chemical handling, wastewater exposure, electrical works and other high-risk activities.

• EMERGENCY PREPAREDNESS: Develop and implement emergency response procedures, conduct mock drills, investigate incidents and implement corrective and preventive measures.

• TRAINING & CAPACITY BUILDING: Develop and conduct Occupational and Community Health & Safety training programs, awareness campaigns, toolbox talks and promote a strong safety culture across the Corporation. Integrate Health & Safety requirements into projects, contract documents and monitor contractors' compliance.

• MONITORING & REPORTING: Establish monitoring systems, dashboards and KPIs, prepare periodic reports and support digitization of Occupational & Community Health & Safety management systems.

• STAKEHOLDER COORDINATION: Liaise with regulatory authorities, development partners, consultants and contractors, supervise field inspections, and perform other responsibilities assigned by the Chief Environmental & Social Safeguards Officer.

Qualification:

• Master's Degree with 18 years education in Environmental Engineering, Environmental Sciences, or other relevant discipline from a recognized institution.

• Additional certification or training in Occupational Safety and Health, Industrial Safety, Emergency Management, Incident Investigation, Health and Safety Risk Management or related areas. Relevant professional certifications such as NEBOSH, IOSH, OSHA, ISO 45001, or equivalent certifications.

• In-depth knowledge of Occupational Health & Safety legislation, labor laws, environmental regulations and public health requirements applicable in Pakistan.

Experience:

• Minimum 8 years relevant, demonstrated experience in Occupational Health & Safety, Community Health & Safety, Industrial safety in utilities, implementing infrastructure projects, construction safety, utility operations safety, public health, or environmental health.

• Experience of working on projects financed by international financial institutions (IFIs), multilateral development banks, or other foreign-funded projects shall be preferred.

• Working knowledge and understanding of Environmental and Social safeguards requirements, Occupational Health & Safety requirements, and implementation procedures applicable to development partner financed projects, particularly World Bank's Environmental and Social Framework (ESF), shall be considered an advantage.

• Experience in water supply, sewerage, infrastructure, utilities, wastewater treatment or similar operational environments shall be preferred.

Age Limit: 45 years.
Contract period: The contract term will be 3 years which may be extended depending on the individual's satisfactory performance. Market-based compensation package will be offered to the selected candidate.
