JOB OPPORTUNITIES

Applications are invited for the following posts on contract basis for a period defined below against each position:

1. Program Director Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) Master's degree in Public Health, Health Management, Economics, Social Sciences, or a related field recognized by HEC. The applicant must be below the age of 62 when applying.
Experience:
(i) At least 15 years of progressive responsible experience in managing large-scale healthcare programs, preferably as Program Director with an international development partner or government department.
(ii) Demonstrated leadership experience in institutional reforms and health workforce development.
(iii) Proven ability to lead multi-disciplinary teams, manage large budgets, interact with senior government and donor representatives, and deliver results-based projects.
(iv) Strong familiarity with government processes and procedures is preferable.
(v) Excellent oral and written communication skills in English and Urdu.
2. Deputy Program Director Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) Master's degree in Economics, Public Health, Health Management, Social Sciences, or a related field recognized by HEC. The applicant must be below the age of 62 when applying.
Experience:
(i) At least 10 years of progressive responsible experience in managing large healthcare projects, preferably as Deputy Program Director.
(ii) Demonstrated leadership experience in institutional reforms and health workforce development.
(iii) Proven ability to lead multi-disciplinary teams, manage large budgets, interact with senior government and donor representatives, and deliver results-based projects.
(iv) Strong familiarity with government processes and procedures and results-based reporting modalities is preferable.
3. Coordinator Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) The applicant must be below the age of 45 when applying.
(ii) Minimum of 5 years of experience on donor-funded projects in the health or social development sector.
(iii) Familiarity with administrative rules of the Government of Punjab and/or donor-funded projects is desirable.
(iv) Excellent coordination, negotiation and communication skills.
(v) Proficiency in MS Office Suite and office communication tools.
4. ICT Specialist Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) Undergraduate degree in Computer Science, Information Systems, ICT for Development, or a related field. Professional development, certifications in ICT/digital technologies will be considered as an advantage. The applicant must be below the age of 45 when applying.
Experience:
(i) 5 years of experience in detailed system design and deployment, preferably in the education or public health sector.
(ii) Experience with LMS, HRMIS, ICT digitalization/e-governance, preferably with government ICT policies and e-governance standards.
(iii) Strong analytical and problem-solving skills.
(iv) Excellent interpersonal and communication skills.
(v) Demonstrated experience in developing or implementing clinical information systems is preferred.
5. Environment & Climate Change Specialist Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) Master's degree or higher in Environmental Sciences, Environmental Engineering, or a related discipline. The applicant must be below the age of 55 when applying.
Experience:
(i) 8 to 10 years of experience in environmental safeguards and compliance, particularly on donor-funded projects.
(ii) Demonstrated ability to coordinate with government agencies, prepare EMRs, and supervise EMP implementation.
(iii) Experience with green building standards and energy-efficient design is preferred.
6. Financial Management Specialist Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) Master's degree in Accounting, Finance, Public Financial Management, or Commerce, or a related discipline. Professional certification such as ACCA/ACMA/CPA is desirable. The applicant must be below the age of 45 when applying.
Experience:
(i) Minimum 10 years of experience in public financial management, with at least 5 years working on donor-financed projects, preferably ADB or World Bank-supported.
(ii) In-depth knowledge of government budgeting, fund flow and accounting systems in Pakistan.
(iii) Proven experience with financial management, budgeting, financial reporting, and audit procedures under ADB or similar standards.
(iv) Demonstrated experience with the use of digital financial management systems is an advantage.
7. Gender Specialist Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) Master's degree in Gender Studies, Development Studies, Public Health, Economics, or a related field. The applicant must be below the age of 45 when applying.
Experience:
(i) At least 8 years of experience in gender mainstreaming with an international development agency or government department.
(ii) Familiarity with ADB's gender-related operational requirements (GEN, EGM, etc.) is desirable.
(iii) Knowledge of SEAH policies and procedures is an advantage.
(iv) Proven experience in designing and monitoring Gender Action Plans.
(v) Excellent communication, facilitation, and analytical skills.
8. HRH Specialist Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) Master's degree or higher in Human Resources Management, Health Systems, or a related field. The applicant must be below the age of 45 when applying.
Experience:
(i) At least 10 years of professional experience in Human Resources planning, or workforce strengthening in the health and/or education sector.
(ii) Strong analytical and problem-solving skills.
(iii) Demonstrated experience in managing large-scale health projects, preferably on donor-funded programs.
(iv) Knowledge of global nursing standards and health workforce databases and analytics is highly desirable.
9. Project Engineer Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) Bachelor's or Master's degree in Civil Engineering, Architecture, or a related field recognized by the PEC. The applicant must be below the age of 45 when applying.
Experience:
(i) At least 15 years of experience in infrastructure project design, construction supervision, and management, with at least 5 years on donor-funded projects.
(ii) Familiarity with national building codes, safety regulations, and ADB or World Bank procurement guidelines.
(iii) Proven experience in managing large-scale infrastructure and construction projects.
10. Monitoring & Evaluation Specialist Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) A Master's degree in Public Policy, Business, Economics, Development Studies, or a related field. The applicant must be below the age of 50 when applying.
Experience:
(i) At least 10 years of experience, preferably in monitoring and evaluation, with at least 5 years on donor-financed programs.
(ii) Strong knowledge of results-based management, indicator design, and data collection methodologies.
(iii) Experience with RBL and DLI tracking, and the use of digital M&E tools and dashboards will be considered an advantage.
11. Procurement and Contract Management Specialist Linked with performance Up to 3 Years contract (Initial 1-year) Required Qualifications:
(i) A Bachelor's or Master's degree in Engineering, Business Administration, Law, or a related field. The applicant must be below the age of 50 when applying.
Experience:
(i) At least 10 years of experience in procurement and contract management, preferably on ADB or World Bank-financed programs.
(ii) Proven experience in managing procurement of large infrastructure contracts and consulting services.
(iii) Familiarity with Pakistan's PPRA Rules, SPPRA procedures, and Punjab-specific procurement guidelines.
12. Driver Lump sum pay Intermittent contract Up to 3 Years Required Qualifications:
(i) Minimum Matric.
(ii) Must possess a valid and clean driving license for LTV/HTV.
(iii) The applicant must be below the age of 50 when applying.
Experience:
(i) At least 3 to 5 years of professional driving experience, preferably in a government department or development project.
(ii) Must be medically fit with good eyesight and hearing.
13. Office Assistant Lump sum pay Intermittent contract Up to 3 Years Required Qualifications:
(i) Minimum Matric.
(ii) The applicant must be below the age of 35 when applying.
Experience:
(i) 1 to 3 years of experience in a similar role, preferably in a government department or development project.
(ii) Experience in handling office errands, cleaning, serving tea/coffee, etc.
(iii) Must be physically fit to perform physical tasks.
14. Sweeper Lump sum pay Intermittent contract Up to 3 Years Required Qualifications:
(i) The applicant must be below the age of 35 when applying.
(ii) Must be physically fit to perform physical tasks.
Experience:
(i) Minimum 1 to 2 years of experience in sweeping, cleaning, and handling cleaning materials and tools.

  • The above positions are being offered on a contract basis under the recruitment policy 2022 of the Government of Punjab.
  • The general S&GAD Notification No. GA-25/84(P) dated 29-11-2012 shall be followed.
  • The above vacancies are contractual, non-transferable & project-based and shall not be considered for regularization.
  • Candidates already working in Government/Semi-Government are required to apply through the proper channel.
