Key Responsibilities

|
Project Director (PD) (PPS-11) (Contract: 1 year, extendable)
|
* At least 16 years of education (Master's degree) from an HEC-recognized institution in Finance, Economics, Accounting, Public Administration, or a related field. A Ph.D. or professional qualification (CA, ACCA, ACMA) is preferred. * At least 10 years of experience in a relevant field in the public or private sector, with at least 3 years in a leadership role. Experience in the public sector will be preferred. * Maximum age limit is 55 years as of the application deadline.

* Overall leadership and management of the PIU. * Coordinate with the Accountant General Sindh (AGS), Provincial Monitoring Committee (PMC), and other stakeholders to ensure smooth project implementation. * Develop and implement project work plans and budgets. * Prepare and submit progress reports to the PMC and other stakeholders. * Ensure compliance with the Sindh Public Finance Management Act, 2019, and other relevant rules and regulations. * Coordinate with the World Bank and other development partners. * Monitor project activities and ensure timely completion. * Prepare financial statements and reports. * Manage project resources effectively.

Financial Management Specialist (FMS) (PPS-10) (Contract: 1 year, extendable)
|
* At least 16 years of education (Master's degree) from an HEC-recognized institution in Finance, Accounting, or a related field. Experience in the public sector will be preferred. * Maximum age limit is 50 years as of the application deadline.

* Provide technical support for the implementation of the Act. * Prepare financial reports and statements. * Develop and implement financial management systems. * Coordinate with the AGS and other stakeholders on financial matters. * Monitor project expenditures and ensure compliance with financial rules. * Provide training to staff on financial management. * Prepare and manage project budgets. * Ensure timely disbursement of funds.

Procurement Specialist (PS) (PPS-10) (Contract: 1 year, extendable)
|
* At least 16 years of education (Master's degree) from an HEC-recognized institution in Procurement, Supply Chain Management, or a related field. A professional certification in procurement is preferred. * At least 7 years of experience in a relevant field in the public or private sector. Experience in the public sector will be preferred. * Maximum age limit is 50 years as of the application deadline.

* Manage all procurement activities of the project. * Prepare procurement plans and documents. * Ensure compliance with the Sindh Public Procurement Rules, 2010, and World Bank guidelines. * Coordinate with the Sindh Public Procurement Regulatory Authority (SPPRA) and other stakeholders. * Manage contracts and ensure timely delivery of goods and services. * Maintain procurement records and reports. * Provide training to staff on procurement procedures.

Monitoring & Evaluation (M&E) Specialist (PPS-10) (Contract: 1 year, extendable)
|
* At least 16 years of education (Master's degree) from an HEC-recognized institution in M&E, Economics, Statistics, or a related field. * At least 7 years of experience in a relevant field in the public or private sector. Experience in the public sector will be preferred. * Maximum age limit is 50 years as of the application deadline.

* Develop and implement the project M&E framework. * Collect and analyze project data. * Prepare M&E reports and provide feedback to the project team. * Coordinate with the PMC and other stakeholders on M&E matters. * Conduct project evaluations and impact assessments. * Ensure data quality and integrity. * Provide training to staff on M&E procedures.

Communication Specialist (PPS-09) (Contract: 1 year, extendable)
|
* At least 16 years of education (Master's degree) from an HEC-recognized institution in Mass Communication, Journalism, or a related field. * At least 5 years of experience in a relevant field in the public or private sector. Experience in the public sector will be preferred. * Maximum age limit is 45 years as of the application deadline.

* Develop and implement the project communication strategy. * Prepare press releases, newsletters, and other communication materials. * Manage project website and social media accounts. * Coordinate with the media and other stakeholders. * Organize project events and workshops. * Ensure timely dissemination of project information. * Manage project reputation and public relations.
